@user4089 덕분에 잘못된 프록시 구성을 발견했고 이제 apt가 제대로 작동합니다.
Acquire::http::Proxy "http://XXX.XXX.XXX.XXX:XXX"방금 의 줄을 주석 처리했습니다 apt.conf.
